Nope there is no fee when you upgrade from personal account to premiere account.

I would encourage everyone to have their paypal upgraded to premiere rather than personal. Personal accounts are not good if you want to sell products online.

Check the paypal site. This is really free but the fees are higher compared to personal account.

Why sign up for personal? premiere has loads of feature. Upgrading does not hurt either and it would not cost you a dime.
